The Union Public Service Commission has introduced a series of procedural changes for the Civil Services Examination (CSE) 2026 cycle. The updates relate to answer key publication, disability accommodations, candidate verification and examination security. Several of the developments follow recent court proceedings, government reviews and policy discussions connected to transparency and accessibility in competitive examinations.
The reforms are also relevant in the wider context of examinations conducted by agencies such as the National Testing Agency and the Staff Selection Commission. UPSC Expected to Release Provisional Answer Key After Prelims
According to recent PIB communication and UPSC-related public notices issued for the 2026 examination cycle, the Commission is expected to release a provisional answer key shortly after the Civil Services Preliminary Examination scheduled for May 24, 2026.
Earlier, answer keys were generally published only after completion of the final recruitment process. Under the revised process, candidates are expected to receive an opportunity to submit objections through the Question Paper Representation Portal (QPRep Portal).

The changes are linked to concerns regarding repeated participation by already-selected officers and the management of vacancies within the recruitment process.
AI-Based Face Authentication to Be Introduced
UPSC is expected to implement AI-based face authentication at selected examination centres during the 2026 Prelims cycle.
Based on examination instructions and reports released before the examination, candidates at identified centres may undergo live facial verification during entry. The captured image is expected to be matched with the photograph uploaded during the application process.
Current reports indicate that the pilot phase may cover around 8,000 candidates across 22 centres in one district. Candidates have been advised to follow instructions mentioned in official admit cards and examination notices for centre-specific details.

Recent rulings by the Supreme Court of India have resulted in revised examination accommodations for Persons with Disabilities.

The Court observed that examination support measures should not remain restricted only to Persons with Benchmark Disabilities (PwBD) with 40 per cent disability or above.
In another matter, Justices Vikram Nath and Sandeep Mehta directed UPSC to permit modifications in scribe details closer to examination dates after considering practical difficulties faced by candidates arranging volunteer scribes.
UPSC has additionally informed the Court that consultations are underway with the National Institute for the Empowerment of Persons with Visual Disabilities regarding possible implementation of screen reader software support in future examination cycles.
Guidelines Updated for Candidates With Type-1 Diabetes
Authorities including the Central Board of Secondary Education and NTA have revised examination guidelines for candidates with Type-1 Diabetes following concerns raised during earlier examination sessions.

Where smartphones are required for monitoring medical devices, candidates may be asked to keep them under invigilator supervision during the examination.
Washroom Access and OMR Rules Updated
Authorities in Kerala and Maharashtra have clarified that candidates should not be denied reasonable washroom access during examinations following incidents reported during board and entrance tests.
Separately, the Madras High Court directed the NTA to ensure sanitary pads are available near washroom facilities at NEET examination centres.
NTA has also introduced repeat frisking and biometric attendance checks after toilet breaks in certain examinations as part of security protocols.
The agency has categorised tampering with OMR sheets as a serious unfair means practice under NEET 2026 regulations.
